MOHRE stands for Ministry of Human Resources and Emiratisation.
MOHRE is the UAE federal ministry that regulates private-sector employment, issuing work permits and labour cards and enforcing the Wage Protection System and Emiratisation quotas.
MOHRE explained
MOHRE administers the unified employment contract, work permits, labour cards, and the labour dispute process for mainland establishments. It also operates the Wage Protection System jointly with the Central Bank and enforces Emiratisation targets through the Nafis framework.
Free zone entities are typically regulated by their own authority rather than MOHRE — DIFC and ADGM have separate employment regimes — so an employer operating across mainland and free zones is subject to more than one rulebook simultaneously.
MOHRE classifies establishments into categories that affect fee levels and permit access. Wage-protection breaches can trigger reclassification to a less favourable category, which raises the cost of every subsequent transaction.
