What GCC Payroll Demands in 2026
The UAE rules changed on 1 June 2026
- Wages are due on the 1st of the month. Pay for the preceding Gregorian month is payable on the first day of the following month, and anything later counts as delayed.
- The 15-day grace period was abolished. There is no grace window — enforcement runs on a published timetable from day one.
- Compliance is measured at two levels. The establishment must clear at least 85% of total wages due through WPS by the due date, and each individual worker must receive at least 85% of their own wages, with any shortfall arising solely from lawful deductions.
- Enforcement escalates on a schedule: electronic monitoring from day 1, MOHRE notifications from day 2, suspension of new work-permit issuance from day 5, administrative fines and possible Third Category reclassification from day 11, automatic labour-dispute registration and permit suspension from day 16 for employers with 25+ workers in sectors such as construction, security and cleaning, and precautionary attachment, travel bans and referral to the Public Prosecutor from day 21.

How to Choose
- Which countries will you run payroll in within 24 months? This alone eliminates most of the list. Only Darwinbox and Paylite publicly document all six GCC states.
- Was the vendor's UAE payroll calendar rebuilt for Ministerial Resolution No. 340 of 2026 — the 1st-of-month due date, and the per-worker 85% test as well as the establishment total? Ask for a screenshot, not an assurance.
- Do you need nationalisation quota forecasting, or just nationality reporting? At AED 10,000 per unfilled position per month from 1 July 2026, a forecast that warns you in advance is worth more than a report that tells you afterwards.
